Downward dog devotees swear that yoga helps them tone up and chill out—and certainly, the mind-body benefits of a regular practice have been well documented. But the ancient art of breathing paired with movement can also be a treatment for very specific health problems, both physical and emotional.

“Yoga enhances human health,” says Loren Fishman, M.D., a rehabilitation specialist and assistant clinical professor at Columbia University Medical Center, who studied yoga in India under world-famous yogi B.K.S. Iyengar and prescribes Iyengar yoga regularly to his patients. “Combinations and adaptations of poses bring different ways to confront different problems.”

Unlike medications or high-tech physical therapy, Dr. Fishman says, yoga is inexpensive and has few negative side effects. Plus, he adds, “yoga’s asana are memorable, can be practiced on your own, and are fulfilling in truly marvelous ways.” So in honor of Yoga Awareness Month, here are five common injuries, ailments, or chronic conditions for which a little “om” may help bring some relief.

PG County Firefighters To Deliver Free Pizza To Residents

WASHINGTON --The doorbell rings, and there is a firefighter delivering a hot oven pizza on the front stoop, asking to see your smoke alarm. No, it's not "Candid Camera." But if there is a working smoke alarm in the house, that pizza is free.

In the spirit of Fire Prevention Week, the Prince George's County Fire/Emergency Medical Services is making a deal with county residents: prove that the smoke alarm is in working order and get a free Domino's pizza.

"If your smoke alarm is determined to be non-working," the fire department said in a recent release, "you will pay for your pizza, however, firefighters will install a new 10-year, tamper proof, with hush feature smoke alarm, free of charge ... everyone is a winner."

A growing number of Republicans are calling for the U.S. to issue travel restrictions in and out of West Africa, a thorny political issue that is gaining momentum in the wake of the first Ebola case diagnosed in the United States.

The Obama administration thus far has resisted calls for flight limits, even as health officials monitor up to 100 people who potentially came in contact with Liberian national Thomas Eric Duncan, recently diagnosed with Ebola in Dallas.

Sen. Ted Cruz, R-Texas, sent a letter to the Federal Aviation Administration asking whether the agency was considering ways to clamp down on travel to and from the nations most heavily affected by Ebola.

“Due to the Obama administration's unclear approach to addressing the threat of the Ebola virus, Americans — particularly the Texans who have possibly been exposed — deserve specific answers to how the administration is addressing travel to and from the countries impacted by the disease,” Cruz wrote.

Judge OKs Serving Legal Papers Via Facebook

Social-media users, beware — that next Facebook “poke” could be from a process server.

In a groundbreaking court ruling, a Staten Island man got permission to use Facebook to serve his ex-wife legal notice that he doesn’t want to pay any more child support.

A Family Court official ruled that Noel Biscocho could use Facebook to serve Anna Maria Antigua because other, more traditional methods to slap her with papers have not worked.

Are We Worrying About the Wrong Virus?

The headlines are full of news about Ebola, and there’s a very valid reason for that. The illness presents in a gruesome, bloody fashion best suited for a horror movie. But while America’s attention is on a disease in which there is only ONE confirmed case in the country, there have been 538 cases of Enterovirus D68, 5 deaths, and 10 cases of paralysis.

The enterovirus is an illness that is passed on like the flu or the common cold, and there are millions of cases per year, according to CDC estimates. However, there are hundreds of strains and this one - EV-D68 – is incredibly virulent.

Last week in New Jersey, a little boy died suddenly, with no previous signs of being ill. He just went to bed and never got up. A week later, an autopsy confirmed that he had died from Enterovirus D-68. This went all but unnoticed by the media as the nation focused on the single case of Ebola in Dallas.

Eli — a sweet, active, blonde-haired preschooler — had gone to sleep feeling fine, perhaps dreaming of playing with his sisters or having a fun day at school.

He didn’t make it through the night.

While the young boy died sometime between the night of Wednesday, September 24, and the following morning, it wasn’t until Friday night that authorities figured out why: enterovirus D68, a particularly pernicious strain of an otherwise common virus that has been particularly widespread this year.

Parkside High and Parkside Band Boosters Host Regional Band Competition

Lights. Music. Marching. One of the most exciting and uplifting nights of the marching band season is coming up Saturday, Oct. 11, when Parkside High School and the Parkside Band Boosters present the 2014 Delmarvacade of Bands at Wicomico County Stadium.

High school marching bands from throughout the region will fill Wicomico County Stadium that night with the exciting sights and sounds of their field show as bands tune up for the impending championship events.

Between bands, parents, and spectators, the Delmarvacade is expected to draw thousands of people to the stadium. Bands will compete starting at 6:30 p.m., with each band performing the kind of field show people are accustomed to seeing at halftime of football games. Each performance will last seven to 12 minutes, and a new band will take the field about every 15 minutes. (Rain date for this event is 2 p.m Sunday, Oct. 12.)

This past week, Obama used 60 Minutes to attempt to shift blame for the failure to anticipate the rise of ISIS, endured a cover-up of White House security disasters by the Secret Service, and saw a government-agency report that he had skipped nearly 60 percent of his intelligence briefings.

The reaction from some longtime Obama defenders was swift and harsh. “President Obama this week committed professional suicide,” wrote former CNN host Piers Morgan, now an editor-at-large for Britain’s Daily Mail.

He called Obama’s throwing of the intelligence community under the bus a “shameless, reprehensible display of buck-passing” that will result in some analysts’ exacting “cold-blooded revenge on Obama by drip-feeding negative stories about him until he’s gone.” As for the Secret Service fiasco, Morgan said it was “no wonder the Secret Service gets complacent when The Boss exudes complacency from every pore.”

BREAKING NEWS: Only Two Of Five Incumbents Seeking Re-Election In November
The filing deadline for next month's municipal election passed this evening with only Mayor Rick Meehan and Councilman Lloyd Martin filing for re-election.
Meehan will be unopposed in his bid for another two-year term.
On the council side, incumbent Brent Ashley is not seeking a second term; incumbent Margaret Pillas has retired from politics; and incumbent Joe Mitrecic resigned his seat last week because he will become a County Commissioner by virtue of being unopposed in his district.
A total of nine candidates are seeking the four open council seats at this time, but local attorney Jay Phillips, representing the Citizens Of Ocean City group, challenged the residency requirements at tonight's Mayor and Council meeting of two candidates, one being former Councilman Joe Hall, who filed last Friday after losing his seat two years ago. Hall had been living in North Carolina until recently. Exactly when he moved back to Ocean City and established residency is being questioned. A public hearing is scheduled for Thursday at 2 p.m. on that challenge.

"Hiring Grandparents Only": 230K September Jobs Added In 55-69 Age Group; 10K Lost In Prime, 25-54 Group

The further one digs into today's "blockbuster" jobs report, the uglier it gets. Because it is not only the participation rate collapse, the slide in average earnings, but, topping it all off, we just learned that the future of the US workforce is bleak. In fact, with the age of the median employed male now in their mid-40's, the US workforce has never been older. Case in point: the September data confimed that the whopping surge in jobs... was thanks to your "grandparents" those in the 55-69 age group, which comprised the vast majority of the job additions in the month, at a whopping 230K.This was the biggest monthly jobs increase in the 55 and over age group since February!

What about the prime worker demographic, those aged 25-54 and whose work output is supposed to propel the US economy forward? They lost 10,000 jobs.

Of course, don't expect any of this to be mentioned on any financial entertainment outlets: it would spoil the party of today's "surging" jobs day.

Lawmakers' lawyers suggest fines, jail time for Eric Holder for contempt

Attorney General Eric Holder should be held in contempt of court for refusing to release “Fast and Furious” documents in line with a judge’s order — and even given jail time if necessary, lawmakers said.

Members of the House Oversight and Government Reform Committee requested U.S. District Court Judge Amy Berman Jackson to fine Mr. Holder if he doesn’t comply with her own order issued back in August — the one where she said he couldn’t claim executive privilege to keep private certain documents related to the federal gun-running program, “Operation Fast and Furious,” Politico reported.

Study: Chesapeake Cleanup Would Bring $22B To Region

The Chesapeake Bay region would reap an additional $22.5 billion a year from improved hurricane protection, crab and fish production and climate stability if the Obama administration’s contested plan to clean up the watershed proceeds, an environmental group says.

The assessment released Monday is based on a peer-reviewed analysis of the economic benefits to the entities — six states and the District of Columbia — charged with reducing pollution into the nation’s largest estuary.

It comes as the Environmental Protection Agency is defending its cleanup plan in federal court against a challenge from farmers and 21 attorneys general who say the pollution limits are unreasonably costly and an unjustified power grab by the federal government.

Team nabs 713 pound alligator in Lake Marion

The alligator measured 13 feet 6 inches in length, Crider said.

"I was awarded the alligator tag this year and enlisted help from my friend Jonathan Smith to help locate and capture a large alligator," Crider said. "We spent several weekends scouting the different areas of Lake Marion for a trophy sized alligator. It takes a lot of time to search and get prepared for an alligator of this size. We went searching several weekends and weekday evenings before with little luck."

Crider said once they spotted the alligator, they used two boats to corral and hook the alligator, which only took one throw.

"The fight was on," Crider said. "We quickly tried to get the second boat in place to get the second hook into the gator with no luck. We had to pull the boats alongside each other long enough for me to jump into the boat with Jonathon so that we could get the second hook into the gator. This fight continued for about 35 to 40 minutes."

USA SWIMMING ANNOUNCES DISCIPLINE FOR MICHAEL PHELPS

USA Swimming announced today that, due to a violation of the organization’s Code of Conduct, Michael Phelps (Baltimore, Md.) will be suspended from USA Swimming-sanctioned competition for six months, withdraw from the 2015 FINA World Championships Team and forfeit his funding from the NGB for six months.

Phelps’ discipline is set forth under Section 304.3.19 of the 2014 Rule Book, which states “Any other material and intentional act, conduct or omission not provided for above, which is detrimental to the image or reputation of USA Swimming, a LSC or the sport of swimming.”

As a result, USA Swimming has taken the following actions:
  • Six-Month Suspension from Competition. Phelps will be permitted to train with his member club, but shall be ineligible to participate in USA Swimming-sanctioned competitions through April 6, 2015.
  • Withdrawal from the 2015 World Championship Team. Phelps and USA Swimming each agree that Phelps will not represent the United States at the 2015 FINA World Swimming Championships in Kazan, Russia, from August 2-9.
  • Forfeiture of USA Swimming's Monthly Stipend. The monthly payments from USA Swimming will be halted during the six-month suspension period. 
 
“Membership in USA Swimming, and particularly at the National Team level, includes a clear obligation to adhere to our Code of Conduct. Should an infraction occur, it is our responsibility to take appropriate action based on the individual case. Michael’s conduct was serious and required significant consequences,” USA Swimming Executive Director Chuck Wielgus said. “Michael has publicly acknowledged the impact of his decisions, his accountability especially due to his stature in the sport and the steps necessary for self-improvement. We endorse and are here to fully support his personal development actions.”

The measures were approved by the USA Swimming Executive Committee and take effect immediately.

The $83 Billion Threat to the Housing Market

The link between high levels of student loan debt and a moribund housing recovery has been the subject of discussion for some time, as a dearth of first-time homebuyers push homeownership rates down to the lowest level in almost 20 years .

Now, John Burns Real Estate Consulting has alerted its clientele to a dismal reality: Student debt will cost the housing industry approximately $83 billion in sales in 2014. With college debt increasing by about 6% every year, there is every reason to believe this trend will continue, and probably worsen.

The number-crunching involved in the analysis puts some real heft behind the argument that student debt is holding housing back. The report estimates that heavy college debt will reduce real estate sales by 8% for this year, and that households that pay $750 or more for college loan debt each month are priced out of the housing market entirely.

More than 400 police killings a year?

Dear Mary,
The tragic police killing of 18-year-old Mike Brown hit home for millions across the country. The horror of losing a loved one, to senseless, racially-motivated police violence is a daily threat in the lives of Black people in America. In a time when law enforcement kill Black Americans at nearly the same rate as Jim Crow era lynchings,1 discriminatory and violent policing is a national crisis.
National leaders are paying more attention to racial profiling and police brutality than they have in years, due to the hard work of Black youth and community leaders in Ferguson and across the country.2 In order to capture the momentum of this moment and secure long-term, systemic reforms that transform policing nationwide, we need the federal government to intervene and set a higher standard of policing.
While we continue to fight for justice for Mike Brown, Eric Garner, Ramarley Graham and so many others whose lives have been taken at the hands of racially-motivated and violent local law enforcement, the federal government has a clear role to play in overturning the conditions that led to these tragedies, and setting a higher standard of policing across the country. In key ways, the standards, policies, and practices of the executive branch set the tone and tactics of local and state law enforcement.
For decades, our communities have worked tirelessly to combat the wholesale criminalization of Black Americans and the unimaginable police violence that threatens our children, parents, and friends every day. A walk to the store or drive to the mall have long held the risk of an unwarranted search, false arrest, or death. But we are in a historic time and how we capture this time will impact generations to come — the kind of world our children live in, the types of freedoms they have to fight for.
With Attorney General Eric Holder’s resignation approaching, now is the time to push the Department of Justice to do much more.5 Widespread public pressure can keep this issue at the top of the administration’s agenda, and push them to move forward before this major change in DOJ leadership. Next week, community members in Ferguson are organizing a Weekend of Resistance to build momentum for a nationwide movement to end police brutality.6 We need your support to move federal officials beyond symbolic actions to systemic reforms that protect the civil and human rights of all communities.

On eve of first general election debate, Hogan demands answers from a “radio silent” Brown

ANNAPOLIS, MD – Less than twenty-four hours before Larry Hogan and Lt. Gov. Brown take the stage for their first debate of the general election, Hogan is demanding answers from Brown on how he will address the real issues in the campaign: the economy, job loss, and tax increases.

According to Larry Hogan, “For the last eight years, Lt. Gov. Brown has been in charge of our state’s economic development—but he has refused to address the economic issues time and again, because his record is just too damning.”

“Lt. Gov. Brown has remained completely silent on the most recent economic news: Our state unemployment rate went up again last week, and well over 200,000 Marylanders are out of work. We also recently found out our state is facing a $405 million revenue shortfall, but again, no word from Brown. And just last week, Democratic Comptroller Peter Franchot reported that property taxes could go up by a whopping 67 percent if we continue backwards down this path of economic decline. What was Brown’s response? Again, radio silence.”

“Marylanders are fed up; they want answers on how Lt. Gov. Brown will fix the mess he’s made,” Hogan continued. “Now is the time for him to give Marylanders the answers they deserve. I look forward to debating him tomorrow.”

Hogan and Brown will participate in their first debate of the general election season tomorrow morning, October 7. The taped debate will air in its entirety on Baltimore’s WJZ-TV Channel 13 tomorrow evening at 7 p.m.

Martin O’Malley Courts Hollywood

On a Monday in early June, a few dozen Maryland natives sat down in the executive dining room at the Sony Pictures Studios lot for a hometown meal, catered by CJ’s Restaurants, one of Baltimore County’s classic crabhouses.

The lunch spread, flown over the weekend into Culver City, Calif., was what a Marylander might simply describe as “correct”: pan-fried crab cakes, crab soup, coleslaw, soft-shell crabs, corn, and Utz potato chips coated in Old Bay.

The group of more than 40 people, mostly producers and executives who left Maryland years ago for careers in Hollywood, came to meet a new face on the political scene in Los Angeles: the governor of their home state, Martin O’Malley.

JFK Was Murdered by the Deep State

9/11 and John Kennedy’s assassination have much in common: they were both American coups d’etats. And they both are having profound implications for our future.

On this 13th anniversary of America’s second coup d’etat, which happened on September 11th, 2001…

My, how times have changed. Listening to JFK give a speech on April 27, 1961, to the American Newspaper Publishers Association, and then watching his commencement address to the American University in 1963, it is easy to see why America’s deep state removed him from office in a coup d’etat, on November 22nd, 1963.

While the journalists in the crowd undoubtedly thought JFK was talking here below about the Soviet Union, looking back on history since then, one has to believe that he was talking about his own country’s deep state: America’s CIA/FBI/NSA/DIA/Joint Chiefs of Staff/Mafia government. After all, he had fired the assassination and government overthrow maniac Allen Dulles, as head of the CIA in 1961, promising,

I want to splinter the CIA into a thousand pieces and scatter it to the winds.

As the true puppeteers and heads of the American state, the CIA was not about to let this happen. Furthermore, he refused to nuke Cuba, did not support the Bay of Pigs invasion, compromised with Khrushchev over the Cuban missile crisis and had signed an executive order to remove all US forces from Southeast Asia. So, he earned the hatred of the blood thirsty Joint Chiefs of Staff and America’s worldwide Wehrmacht. Not to mention, his Attorney General brother, Robert, was tearing Mafia families new rectums, thus engendering the hatred of the CIA’s right hand partners in crime, La Cosa Nostra. Here is what Kennedy said to the journalists:

We are opposed around the world by a monolithic and ruthless conspiracy that relies on covert means for expanding its sphere of influence–on infiltration instead of invasion, on subversion instead of elections, on intimidation instead of free choice, on guerrillas by night instead of armies by day.

It is a system which has conscripted vast human and material resources into the building of a tightly knit, highly efficient machine that combines military, diplomatic, intelligence, economic, scientific and political operations” Its preparations are concealed, not published. Its mistakes are buried not headlined. Its dissenters are silenced, not praised. No expenditure is questioned, no rumor is printed, no secret is revealed.

Colorado welfare recipients withdraw money in Hawaii, St. Thomas, Vegas

Taxpayers are apparently buying welfare recipients booze and cigarettes for the road — at times a very exotic road.

A Watchdog.org analysis of a Colorado Department of Human Services welfare ATM withdrawals database shows that $3.8 million was withdrawn by Colorado welfare recipients outside the state in the past two years. There were withdrawals at out-of-state liquor stores and tobacco outlets, as well as vacation destinations like Hawaii, Las Vegas and even the Virgin Islands, data shows.

State Rep. Tim Dore, R-Elizabeth, who has urged limitations on where welfare recipients can use their electronic benefit transfer cards in Colorado, was shocked taxpayers are apparently funding some exotic travel.

“I wasn’t even aware of that,” said Dore, who promised to try to address the misuse of cards at liquor stores, casinos and marijuana shops in the next legislative session after Watchdog asked him about those items for previous stories. “That’s an additional issue we need to look into it.”

How Many Ebola Victims Can Be Treated in U.S. Hospitals? 23.

Exactly as predicted, now that the horse is some distance down the road, the government officials paid to prepare for emergencies, after being caught in their usual pants-around-their-ankles condition, are busily trying to find a lock for the barn door, and assuring all and sundry that, “We’ve got this.”

And also as I noted going back weeks and even years, no, they don’t.

CDC Rush to Newark Airport in Hazmat Suits to Remove Vomiting Liberian Passenger

On Saturday at Newark Airport, the Centers for Disease Control and Prevention officials rushed to meet with a United Airlines flight from Brussels and removed a passenger, believed to be from Liberia, suspected of having Ebola.

The CDC crew responded to flight 998 in full hazmat gear and took the man and his daughter to University Hospital in Newark for further evaluation. According to a senior federal official, the passenger was manifesting "flu-like symptoms." The passenger was reportedly vomiting in the plane but did not exhibit other Ebola-like symptoms.

"He's now being treated with protocols as if he has it, but no clear indication at this point that he does," the official said.

ABC News reported that United Airlines released a statement saying, "Upon arrival at Newark Airport from Brussels, medical professionals instructed that customers and crew of United flight 998 remain on board until they could assist an ill customer. We are working with authorities and will accommodate our customers as quickly as we can."

Thomas Duncan, the first person in the United States who was diagnosed with Ebola, was reported to have died today after succumbing to the virus.

Thomas A. Duncan, who became ill with Ebola after arriving from West Africa in Dallas two weeks ago, succumbed to the virus today (Sunday), reportsReuters. Duncan was fighting for his life at a Dallas hospital on today after his condition worsened to critical, according to the director of the US Centers for Disease Control.

This is according to an Israeli news report. The information has not yet been released or confirmed in the United States at the time of publication.

Phelps Decides To Enter In-Patient Program

Putting his swimming career on hold after his second DUI arrest, Olympic champion Michael Phelps began a six-week program Sunday that he said "will provide the help I need to better understand myself."

The winningest athlete in Olympic history made the announcement in a series of posts on his Twitter account.

According to his representatives at Octagon, Phelps entered an in-patient program that will keep him from competing at least through mid-November, though there's no indication he plans to give up swimming.

"The past few days have been extremely difficult," Phelps said in a statement. "I recognize that this is not my first lapse in judgment, and I am extremely disappointed with myself. I'm going to take some time away to attend a program that will provide the help I need to better understand myself.

I read that Apple and Google have begun encrypting the data of customers so that nobody, including Apple and Google, have plaintext access to it.

This of course means “so that the government will not have access to it.” The FBI is terribly upset about this, the first serious resistance against onrushing Orwellianism. God bless Apple and Google. But will they be able to stand up to the feds?

NSA spies on us illegally and in detail, recording telephone conversations, reading email, recording our financial transactions, on and on. TSA makes air travel a nightmare, forcing us to hop about barefoot and confiscating toothpaste. The police kick in our doors at night on no-knock raids and shoot our dogs. In bus stations we are subject to search without probable cause. The feds track us through our cell phones. Laws make it a crime to photograph the police, an out-and-out totalitarian step: Cockroaches do not like light. The feds give police forces across the country weaponry normal to militaries. Whatever the intention, it is the hardware of control of dissent. Think Tian An Men Square in China.

Flag from 9/11 is lost in Flight 93 Memorial fire

SHANKSVILLE, Pa. (AP) -- A flag that flew over the U.S. Capitol on Sept. 11, 2001, was consumed in a fire at the Flight 93 National Memorial in Pennsylvania, the National Park Service said Saturday.

Friday's fire in Shanksville destroyed the park's headquarters complex. State police and the park service are conducting a joint investigation into the blaze, whose cause hasn't been determined, the park service said.

Park staff completed an initial inventory Saturday and said that, in addition to the flag, the losses included a handful of personal items of passengers and crew, DVD copies of the annual commemoration ceremony and meetings of the Flight 93 National Memorial Federal Advisory Commission, and about 100 tribute items left by visitors since 2001.

Anthony Brown “badly off-track,” could lose governor’s race, writes respected commentator

ANNAPOLIS, MD – Lt. Gov. Brown’s campaign is in trouble, writes noted political commentator and former Baltimore Sun reporter Barry Rascovar in a column for The Maryland Reporter today. Rascovar aptly lays out all the reasons why Brown’s campaign is “badly off-track,” including Brown’s inability to form a connection with voters.

“[Anthony Brown’s] professional staff has hermetically sealed their candidate in a tight cocoon, isolating him from the media and all voters except the most loyal Democratic groups,” writes Rascovar. “They’ve picked the wrong issues to run on. Abortion rights and gun control laws are settled matters in Maryland. Even Republican gubernatorial nominee Larry Hogan Jr. agrees on that. The pocketbook issues will decide this election — or as advisers to Bill Clinton put it in the 1990s, ‘It’s the economy, stupid.’”

According to Larry Hogan, “Marylanders want answers from Lt. Gov. Brown on so many questions: What will he do about the $405 million revenue shortfall, the looming 67 percent increase in property taxes, and the more than 200,000 Marylanders out of work?”

3 dead, 20 wounded in weekend Chicago shootings

Alderman seeks more police officers, youth programs

At least three people have been killed and 20 others wounded in shootings across Chicago since Friday evening.

The most recent fatal shooting took place just before 11:30 p.m. Saturday in the 1700 block of West 59th Street.

Police responded to a call of a person shot and found a 29-year-old man unresponsive inside a residence with a gunshot wound to the head. The incident was being investigated as a homicide but police later said the shooting may have been a suicide, according to Chicago Police News Affairs Officer Jose Estrada.

For Another Year, Hispanic Enrollment Grows In Montgomery County Schools

Montgomery County’s kindergarten class is made up of more Hispanic students than children of any other racial or ethnic group for the third year in a row, a trend that school planners say is likely to continue in Maryland’s fastest-growing school district.

Hispanic children account for 32 percent of all kindergartners, according to September enrollment figures. By comparison, 29 percent of kindergartners are white, 20 percent are African American and 13 percent are Asian.

Montgomery’s first- and second-grade classes break down similarly.

“People have been saying Montgomery County is changing, Montgomery County is changing, and the fact is, we’ve changed,” Schools Superintendent Joshua P. Starr said in an interview Friday. “This trend has been going on [for] a while, and now we see it at the elementary level . . . and we expect it to continue.”

First U.S. soldier killed in fight against ISIS is marine presumed lost at sea after flight mishap

A U.S. Marine who went into the sea from a V-22 Osprey during a flight mishap over the northern Gulf this week is the first American to be killed in U.S. military operations against the Islamic State group in Iraq and Syria.

Corporal Jordan Spears, 21, of Memphis, Indiana, was a crewman aboard a V-22 tilt-rotor aircraft flying off the USS Makin Island and went into the sea when the aircraft lost power shortly after takeoff, the Navy said on Friday.

The V-22 descended to the surface of the ocean during the mishap on Wednesday.

Spears and a second air crewmen went into the water when it appeared the tilt-rotor aircraft was about to crash, but the two pilots were able to regain control of the craft and landed it safely back on board the Makin Island.

Md. Voters To Decide Transportation Fund 'Lockbox'

ANNAPOLIS, Md. (AP) -- Maryland voters will decide in November whether to make it harder for state officials to spend money in the state's Transportation Trust Fund on anything unrelated to transportation.

The question will be on the ballot as a constitutional amendment. The "lockbox" proposal is aimed at limiting the practice of using transportation money to patch other holes in the budget.

Maryland lawmakers passed legislation in 2013 to put the matter on the ballot as they approved a gas tax increase to shore up transportation funding.
