Location: Wicomico High School, 201 Long Ave, Salisbury, MD.

Narrative: On January 5, 2010
, deputies of the Wicomico County Sheriff’s Office received a report of a student that was in possession of marijuana, at Wicomico High School, 201 Long Ave, Salisbury, MD.

Deputies from the Wicomico County Sheriff’s Office School Resource Division met with school administrators who conducted an administrative search of a juvenile student. A small bag of marijuana was found on the student. After further investigation it was found that another juvenile student was distributing the marijuana within the school. That student was searched and another small bag of marijuana was found on that student.

Blogger Billy Burke Pleads Guilty


Blogger Billy Burke went to court today on felony charges for wire taping. His attorney tried to have the case thrown out but the visiting Judge would have nothing to do with their request.

They tried to claim that a Public Official does not have the right to privacy and the Judge threw out their request for a motion for acquittal.

This put Mr. Burke in a position to plea a deal with the States Attorney. While he will be found guilty for a lesser charge, Mr. Burke will have it on his record for breaking the law, (once again) and illegally recording Mayor Mike McDermott without his knowledge or consent.

No doubt, (with Mr. Burke's warped mind) he will be on his Blog later today claiming a victory in some way, shape or form. However, there's no doubt at this point their tails went between his legs and they retreated to the lesser charge.

The state of Maryland does not alow an individual to make such recordings without the permission of the subject being recorded. Plan and simple. Billy Burke knew this and has been found guilty of such.

Salisbury Fire Department On Fire Again


You know that $80,000.00+ Tractor the SFD just bought to pull their new customized HAZMAT Trailer, well, guess what, there's a lot more to it than ever told before.

As many of you know, Salisbury News is always the first to break major news locally and we're about to do so again.

During the application process, Firefighters were promised that NO MONEY would come from jobs or overtime to help pay for the Tractor. They Lied! Rick Hoppes and Bill Gordy purposely did not hire 4 positions for the past year and they did so to raise the necessary money to pay for this unit.

Talk about Firefighters getting HOT! So much so, the leader of the HAZMAT Team has resigned and from what we hear, many will follow. Right now they only have one individual who is qualified to actually drive the vehicle and he just resigned. Now it sits and even if there's an emergency, that unit will go nowhere. Not that it will ever be used here in Salisbury, just like the Fire Boat.

Anyhow, Gordy and Hoppes continue to dig their holes deeper and deeper and are losing the respect of the people underneath them. Salisbury News stated almost 2 years ago that they SFD was losing Volunteers and that many would not relocate to the new Fire Station 16 and we were right. So much so that the former Fire Chief IGNORED protocol on background checks and hired one individual with a very questionable criminal background and was soon arrested after he was hired.

It should also be noted that Mayor Jim Ireton dismissed the top three candidates who applied for the Chief's position and has asked for a brand new list of applicants. Salisbury News broke the story about some of these individuals also having a questionable criminal history and Mayor Ireton listened. No other News Source provided such information, clearly showing they are afraid to buck the system and challenge the committee leaders.

The good part is, again, we're putting the information out there for all to see and as Salisbury News has grown to a level in which we have surpassed everyone else on the Internet readership wise, people are listening and forcing change. So why is this such a good thing. Because Salisbury spent the last 12 years being blinded with only the information your former leaders wanted you to see and hear.

Today there's a whole new form of accountability and I'm confident the funding that was used to purchase the Tractor and Trailer will now be questioned and researched. Hoppes and Gordy need to stop using PUBLIC SAFETY money to pay for their TOYS at the expense of lives being saved. 4 positions were supposed to be filled and they were not. This is a game Comegys has been playing for many years. They continue to claim they're going to also hire 4 paramedics for the past 5 years, yet they never do. They reserve that money in the budget to hire them and just as soon as these guys want some more toys they come back at the end of the year and say, well, we didn't spend this money so we'd like to use it for this or that.

This is why I firmly agree that the City needs a line item budget. The taxpayers are constantly being scammed.

Citizens Alert Reference Prescription Fraud

Location: State of Delaware

Date and Time: Ongoing

Resume: Prescription fraud has been an issue in Delaware for quite some time. Investigators from various agencies, including the Delaware State Police Office of Narcotics and Dangerous Drugs, work diligently to combat this problem using multiple approaches including education, enforcement, and legislation.

A recent trend has come to light that has made it all too easy for suspects to manufacture a fraudulent script. This specifically has to do with what patients do with the bag and literature their prescriptions come with.

It is common knowledge that once a script is filled, the pharmacist places the medicine in a bag. He or she will then attach an informational sheet which often times contains a plethora of information such as the patient’s name, date of birth, doctor writing the script, what the medicine is and the dosage.

Investigators have learned that fraud suspects have been rooting through public trash cans in or around pharmacies to look for these informational sheets that some patients have so carelessly thrown away as they left the store. These sheets contain all the data a prescription fraud suspect may need to forge a script.

Here is an example. Let’s say a patient goes to pharmacy #1 to have a script legitimately filled. On their way out of the pharmacy, they take their medicine bottle out of the bag and discard the bag and informational sheet in the public trash can in front of the store. Along comes a prescription fraud suspect, and, as they’re rooting through the trash cans, they find the discarded info sheet.

With certain knowledge, the prescription fraud suspect could use that information to forge another prescription- again using the actual patient’s name. The suspect could then go to pharmacy #2 and have the bogus script filled. If the pharmacy were to call the doctor to check on the validity of the prescription, it would seem legitimate.

The caper could soon, however, be uncovered if an insurance company or benefit provider were to see a double billing for the same script. This sometimes happens sooner than later as pharmacies often times immediately contact the insurance or benefit provider at the time the prescription is processed.

The answer to this issue is simple; patients need to protect their identity and their personal information by properly disposing of these informational sheets. These informational sheets should be treated with the same sensitivity as one would treat their bank statement. Pharmacies are encouraged to stress the importance of protecting this information with their customers.

Prescription fraud suspects should be warned; investigators are on to this trend and will hold those who are identified accountable for this felonious offense.

Salisbury Police Department Press Releases


On January 4, 2010 at approximately 3:01 pm, Officers of the Salisbury Police received a call to respond to the Bank of Delmarva on North Salisbury Boulevard for the report of a robbery. Upon arrival the officers met with bank employees who advised that a lone suspect had entered the bank and approached a teller demanding money. The suspect gave the teller a verbal command and was given an amount of U.S. currency before fleeing from the bank on foot. There were no weapons displayed, and there were no injuries. The suspect was described as:

White male, 5’08”, 215 pounds, heavy build, wearing a black hooded jacket, blue jeans, a dark scarf wrapped around his head and dark sunglasses.

On January 4, 2010 at approximately 1:29 pm, Officers of the Salisbury Police received a call to respond to the Royal Farm Store at East Main Street and North Salisbury Boulevard for the report of a robbery. Upon arrival the officers met with store employees who advised that a lone suspect had entered the store and approached the counter asking the cashier questions about item pricing. The suspect then produced a kitchen type knife with a black handle and told the cashier to back away from the cash register. The suspect reached into the register and took an amount of U.S. currency before fleeing from the store on foot north bound. There were no injuries. The suspect was described as:

Black male, 6’03”, 170 pounds, medium build, wearing a black jacket, blue jeans and white shoes. CC # 201000000511

On January 4, 2010 at approximately 7:00 pm, Officers of the Salisbury Police received a call to respond to the Eagle Express Mart on North Salisbury Boulevard for the report of a robbery. Upon arrival the officers met with store employees who advised that the store had been robbed by a single suspect. The employees advised that the suspect entered the store and approached the front counter. The suspect produced a silver in color handgun and ordered the cashier to give the suspect an amount of U.S. currency. The suspect took the currency then fled from the store on foot, north bound toward Bridgeview Street. There were no injuries. The suspect is described as:

Black male, approximately 40 years of age, 5’08”, 180 pounds, wearing a grey jacket and dark in color pants. CC # 201000000541

On January 4, 2010 at approximately 2:59 am, Officers of the Salisbury Police Department arrested the below listed suspect on an outstanding Wicomico County Circuit Court Body Attachment for Child Support. The suspect was released to the custody of the Wicomico County Sheriff’s Office.

Freed Guantanamo Detainees Head To Yemen To Rejoin Al Qaeda

At least a dozen former Guantanamo Bay inmates have rejoined Al Qaeda to fight in Yemen,The Times of London reported Tuesday, amid growing concern over the ability of the country’s government to accept almost 100 more former inmates from the detention center.
The Obama Administration promised to close the Guantanamo facility by January 22, a deadline that it will be unable to meet. The 91 Yemeni prisoners in Guantanamo make up the largest national contingent among the 198 being held.

Six prisoners were returned to Yemen last month. After the Christmas Day bomb plot in Detroit, U.S. officials are increasingly concerned that the country is becoming a hot-bed of terrorism. Eleven of the former inmates known to have rejoined Al Qaeda in Yemen were born in Saudi Arabia. The organization merged its Saudi and Yemeni offshoots last year.

Salisbury City Council President, Louise Smith Excludes Tax Payers from Work Sessions


The word is; Salisbury City Council president Louise Smith, at Monday night's work session, has decided that there is not enough public interest in the City Council's work sessions. Typically worksessions take place at 4:30pm in the evenings. Smith, along with other "retired from the work force" council members, have determined that if there is a need for a second work session during the month, it will be held at 9:30AM, during the workday, excluding not only most of the working public from these meetings, but any council member that holds a regular 9 to 5 job.

How's that for transparency?

So, if you are concerned about crime in the city or if you worry about the outrageous spending that's been taking place by the council, *cough cough - fire boat*, and want to be involved, it's just too bad, if you still have a job.

Constitutionality of Proposed Health Care Bill

Well, I have done it! I have read the entire text of proposed House Bill 3200: The Affordable Health Care Choices Act of 2009. I studied it with particular emphasis from my area of expertise, constitutional law. I was frankly concerned that parts of the proposed law that were being discussed might be unconstitutional. What I found was far worse than what I had heard or expected.

To begin with, much of what has been said about the law and its implications is in fact true, despite what the Democrats and the media are saying. The law does provide for rationing of health care, particularly where senior citizens and other classes of citizens are involved, free health care for illegal immigrants, free abortion services, and probably forced participation in abortions by members of the medical profession.

The Bill will also eventually force private insurance companies out of business, and put everyone into a government run system. All decisions about personal health care will ultimately be made by federal bureaucrats, and most of them will not be health care professionals. Hospital admissions, payments to physicians, and allocations of necessary medical devices will be strictly controlled by the government.

However, as scary as all of that is, it just scratches the surface. In fact, I have concluded that this legislation really has no intention of providing affordable health care choices. Instead it is a convenient cover for the most massive transfer of power to the Executive Branch of government that has ever occurred, or even been contemplated If this law or a similar one is adopted, major portions of the Constitution of the United States will effectively have been destroyed.

The first thing to go will be the masterfully crafted balance of power between the Executive, Legislative, and Judicial branches of the U.S. Government. The Congress will be transferring to the Obama Administration authority in a number of different areas over the lives of the American people, and the businesses they own.

The irony is that the Congress doesn't have any authority to legislate in most of those areas to begin with! I defy anyone to read the text of the U.S. Constitution and find any authority granted to the members of Congress to regulate health care.

This legislation also provides for access, by the appointees of the Obama administration, of all of your personal healthcare direct violation of the specific provisions of the 4th Amendment to the Constitution information, your personal financial information, and the information of your employer, physician, and hospital. All of this is a protecting against unreasonable searches and seizures. You can also forget about the right to privacy. That will have been legislated into oblivion regardless of what the 3rd and 4th Amendments may provide.

If you decide not to have healthcare insurance, or if you have private insurance that is not deemed acceptable to the Health Choices Administrator appointed by Obama, there will be a tax imposed on you. It is called a tax instead of a fine because of the intent to avoid application of the due process clause of the 5th Amendment. However, that doesn't work because since there is nothing in the law that allows you to contest or appeal the imposition of the tax, it is definitely depriving someone of property without the due process of law.

So, there are three of those pesky amendments that the far left hate so much, out the original ten in the Bill of Rights, that are effectively nullified by this law. It doesn't stop there though.

The 9th Amendment that provides: The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people;
The 10th Amendment states: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are preserved to the States respectively, or to the people. Under the provisions of this piece of Congressional handiwork neither the people nor the states are going to have any rights or powers at all in many areas that once were theirs to control.

I could write many more pages about this legislation, but I think you get the idea. This is not about health care; it is about seizing power and limiting rights. Article 6 of the Constitution requires the members of both houses of Congress to "be bound by oath or affirmation to support the Constitution." If I was a member of Congress I would not be able to vote for this legislation or anything like it, without feeling I was violating that sacred oath or affirmation. If I voted for it anyway, I would hope the American people would hold me accountable.
For those who might doubt the nature of this threat, I suggest they consult the source, the US Constitution, and Bill of Rights. There you can see exactly what we are about to have taken from us.

Since it's an ill wind that blows nobody good, even downwind from Umar Farouk Abdulmutallab and his deadly skivvies, we may owe a profound debt of gratitude to the Detroit underwear bomber.

He's the instrument, maybe, of Barack Obama getting a little religion, and if so it's not the stuff of Arabia, but real, heartfelt attitude-changing religion. The president has apparently decided that Islamic terror is real, and aimed straight at America. He's even calling terror "terror" (just like George W. Bush).

This was no doubt difficult for the messiah from Hyde Park, who arrived in Washington persuaded that "terrorism" was a figment of George W.'s benighted imagination, that misunderstandings between America and the Muslim world were all the fault of America. A few apologies, a bended knee, a deep head-banging bow to an Arab king would demonstrate that Americans understand at last what chauvinist pigs and imperialist dogs those founding fathers really were &— Englishmen all, with their ignorant ideas about American "exceptionalism" and the idea that free men bow to none but the Almighty.

The president upset a lot of Americans with his Absolutely Grand Amalgamated and Contrite Apology Tour of the Middle East, promising to pluck the tailfeathers of the American eagle and show Americans how to behave to the standards of the Old (and the Very Old) World. This naturally pleased his liberal cult, accustomed through the decades of blaming America first for everything bad. We gloomily concluded that Jimmy Carter is back in the White House.

Administration Knew Of Tactic Used In Airliner Attack Since October

The Obama administration official who declared there was "no smoking gun" that could have alerted authorities about an al-Qaida plot to bring down a U.S. airliner over Detroit had received a personal, high-level briefing in October warning of a new al-Qaida tactic of hiding a bomb in an attacker's underwear.

On Fox News Sunday, John Brennan, assistant to the president for homeland security, told host Chris Wallace, "There was no smoking gun. There was no piece of intelligence that said, 'This guy's a terrorist. He's going to get on a plane.' No, not whatsoever."

Despite Brennan's contention that no smoking gun preceded the attack, Newsweek reported that Brennan received a personal briefing in October from Muhammad bin Nayef, the Saudi Prince who narrowly survived an al-Qaida assassination attempt in August. Nayef was wounded in the explosion, which used the same technique, and the same PETN explosive material, that authorities say Nigerian Umar Farouk Abdulmutallab employed to try to bring down a Northwest airliner on Christmas Day.

Al-Qaida in the Arabian Peninsula claimed responsibility for both attacks.

An intelligence source told Newsweek bin Nayef personally briefed Brennan because "he didn't think [U.S. officials] were paying enough attention" to the growing al-Qaida threat in Yemen, Newsweek reported.

Pantybomber Exposes Naked Bureaucracy

On Christmas Day, a gentleman from Nigeria succeeded (effortlessly) in boarding a flight to Detroit with a bomb in his underwear. Pretty funny, huh?


But the Pantybomber wasn't the big joke. The real laugh was the United States government. The global hyperpower spent the next week making itself a laughingstock to the entire planet. First, the bureaucrats at the TSA swung into action with a whole new range of restrictions.


Against radical Yemen-trained Muslims wearing weaponized briefs? Of course not. That would be too obvious. So instead they imposed a slew of constraints against you. At Heathrow last week, they were permitting only one item of carry-on on U.S. flights. In Toronto, no large purses.


Um, the Pantybomber didn't have a purse. He brought the bomb on board under his private parts, and his private parts weren't part of his carry-on (although, if reports of injuries sustained in his failed mission are correct, they may well have been part of his carry-off). But no matter. If in doubt, blame the victim. The TSA announced that for the last hour of the flight no passenger can use the toilets or have anything on his lap — not a laptop, not a blanket, not a stewardess, not even a paperback book. I can't wait for the first lawsuit after an infidel flight attendant confiscates a litigious imam's Koran as they're coming into LAX.

Two Cents Short, Company Tried To Cancel COBRA Benefits


This is one of our editors’ picks from our ongoing roundup of Investigations Elsewhere.

As the recession pushes more Americans to rely on COBRA, the federal program that lets laid-off workers pay to (they’re not really purchasing it), since they already have it keep their employer-provided health insurance for up to 18 months, The Miami Herald’s John Dorschner looks at how well the program works through one particularly trying case.


The stimulus included an initial $24.7 billion to subsidize the cost of premiums paid by laid-off workers for their COBRA benefits. But Dorschner found that above and beyond the cost of premiums, people eligible for the COBRA program can struggle to keep their benefits.

State Police To Host Career Fair

Where: At the DSP Museum which is on the State Police Headquarters Complex in Dover, Delaware. The complex is located on the northbound side of Route 13, just north of the Dover Mall.

Resume: The Delaware State Police is currently accepting applications for the position of Trooper as well as civilian positions. The DSP Human Resources Department will be hosting a Job Fair on January 19th so that those interested in this career can visit with a recruiter and also ask questions of current officers.

Background: To perform the duties of State Trooper, an applicant must demonstrate good judgment, thoroughness, conscientiousness, common sense, motivation, and enthusiasm for the job. Troopers must be dependable and willing to get involved in order to help deal with the problems of today's society. Troopers must be able to assume responsibility, make decisions often under pressure, work without supervision, follow orders, function in physical danger, and act under pressure, communicate well, and combine physical and mental resources.

Interested applicants must meet the following requirements before submitting an application:
Citizenship- Applicant must be a United States citizen. Age- Applicants must reach their 21st birthday prior to completion of the Academy training, and must not be older than 39 on the first day of the Academy. Education- Applicant must have a high school diploma or GED, and have attained a minimum of 60 semester credits, or 90-quarter credits, from an accredited college or university. Alternatively, must have 30 college credits along with either two years of active duty military service, or two years as a full time, Delaware-certified police officer. (60 college credits are required to compete for the rank of Sergeant, and a Bachelor's Degree is required to compete for the ranks of Lieutenant and above)

Residence- No requirement at time of application, however Delaware residency is required at the completion of the academy training. Troopers are subject to assignment in any part of the state. Driver's License- Applicant must have a current valid driver's license and at least one (1) year of driving experience. A DUI conviction within 5 years, or a suspension or revocation within 3 years, is an automatic disqualification. A history of traffic violations, or an accumulation of six (6) or more points, is an automatic disqualification.

Criminal Record and Activity- Any felony conviction is an automatic disqualification. Any criminal activity that would be considered a felony under federal law of the state in which the activity occurred is a disqualification. Arrests for any offense must be expunged, and conviction of any offense must be pardoned, prior to submitting an application. (Arrest or conviction for all other crimes and offenses are subject to evaluation.)

Drug Usage- Use of an illegal drug two years prior to application, or at any time usage of a hallucinogenic drug, will be an automatic disqualification. All other drug usage is subject to review. *Weight- Weight must comply with the Delaware State Police weight chart or maximum allowed body fat percentage.

Passenger Becomes Enraged After Minor Traffic Crash, Ultimately Arrested


Location: I-95 on ramp from Route 202 southbound, Wilmington, Delaware, New Castle County

Date and Time: Friday, January 1, 2010, at 12:57 p.m.

Suspect(s): Jerry Bellefleur, 32, of West 26th Street in Wilmington, Delaware

Resume: On Friday afternoon, January 1st, Troopers were called to the above listed location for the report of a disorderly subject subsequent a vehicle crash.

This investigation revealed a 31-year-old female from Wilmington and a 54-year-old Townsend man were involved in a very minor traffic crash on the I-95 on ramp from Route 202 southbound.

When officers arrived on the scene, they witnessed Jerry Bellefleur, who was originally a passenger in the female’s vehicle, holding a pipe in his hands and was chasing after and threatening the 54-year-old man. Bellefleur allegedly was upset as the parties involved in the crash had exchanged words after the collision.

Bellefleur eventually dropped the pipe and officers took him into custody without further incident. While seated in the back of the officer’s patrol car, Bellefleur damaged the rear window to the cruiser in an attempt to escape.

He was eventually transported back to Troop 1 and charged with the following offenses: Reckless Endangering (misdemeanor), Menacing (misdemeanor), Attempted Escape (misdemeanor), Disorderly Conduct (misdemeanor) and Criminal Mischief (misdemeanor). He was released after posting a $1,500.00 secured bond.

On Saturday, January 9 at 11:00 A.M. Pemberton Historical Park will be holding a Birdfeeder Construction Workshop. Feed your friends and help the Earth at the same time as we construct creative and unique feeders from materials around your house. Your backyard birds will be happy you did! This program is for children of all ages and is $4 per birdfeeder.

Finish your feeder and stay for a Reptile Show at 12:30 P.M. and get an up close look at some of the Eastern Shore’s most fascinating snakes and turtles. Meet Black Beauty, Pemberton’s famous Black Rat Snake! This program is open to all ages and is $6/person; $18/family of four; Free/Friends of Pemberton Historical Park.

On Wednesday, January 20 at 7:30 P.M., Pemberton Historical Park will be holding another lecture from its great, new lecture series, The Third Wednesday Lectures. Local Beekeeper Dean Burroughs will present about the history of beekeeping since Colonial times. The lecture will take place in the Education Center. Light refreshments will be served. This program is open to all ages and is $6 per person.

Join Pemberton Historical Park on Thursday, January 28 at 7:30 P.M. for their Star Gazers program. The Moon will be full for a night of fun activities, crafts, prizes and plenty of hot chocolate. If you have a telescope or binoculars, bring them along. Don’t forget a lawn chair and to dress warmly. Meet a Naturalist in the Education Center. This program is open to all ages and is $6 per person, $18 for a family of four and free to Friends of Pemberton Historical Park.

Happy New Year? Fat Chance, Say Some Economists


Economists are starting the new year with predictions of gloom for 2010. The Wall Street Journal‘s Michael S. Derby reports that Martin Feldstein, a Harvard economist, worries the economy “could run out of steam sometime in 2010.” Feldstein, who is also emeritus president of the National Bureau of Economic Research, tied his concern to a stimulus package that “delivered much less” than its price tag suggested.
